Too small of fit in the shoulders and arms

I only gave 3 stars for this coat since it fit very small. I'm a small person who's only ever worn size XS or S in a jacket. I ordered a size small and it fits a bit small across the arms. I still kept it but I'm thinking now that I should have returned it as it isn't an ideal fit. Too bad as I really wanted to love it, but the sizing isn't right, the small feels like an XS.

I was concerned about how light it felt and thin, but am very surprised at how warm it actually is. I walk my dogs in my pajama top and this coat, with winter pants and am very comfortable at -15 wind.
